Budget without a qurom

It was recently reported that the PTARC board of directors passed a budget with only 4 members in attendance at the meeting. How can they pull something like this off?

That's a good question chief. I saw the article you are talking about in the Penn Franklin paper and it said the solicator recommended they call phone the members not in attendance to get their vote. Sounds a little strange to me.

i also read that they intend to proceed with the upgrades of the municipal park, starting with moving of the pond. Budgets are tight everywhere, PTARC, the township, the school district so why would they waste their money on a project like this? I know in my house when money is tight we don't continue to spend on the luxuries, we live with what we have until some extra money comes along. Our government needs to start to exist like this as well.

You need to read the paper again. The PTARC budget was not passed. The item the paper was referring to was a bid and the PTARC board was getting a phone consensus, which is not the same as a vote. The board met at a later date to officially vote on that item.

You may be correct because I think I saw it presented that way in a later edition.
However I am almost positive it was reported as the budget in the first article I read in the Penn Franklin paper. Thanks for joining the forum and getting the story straight. Please spread the word about our site and keep posting .

You seem to be in tune with the workings of PTARC, can you tell me if you know how each communities assessment is determined by PTARC?

The communities pay a percentage of 1 mil, although I'm not sure what the percentage is.

Why does the school district pay in addition to the communities? That seems like an overlap.

Is it also based on population numbers? Obviously Penn Twp has a higher population than Penn Boro or Trafford so their assessment will be higher but is that the formula?

ie: for example 5% of 1 mil x number of residents

As far as I know, the population does not factor into the assesment.
